Baidya demands round-table meet
KATHMANDU, DEC 10 – CPN-Maoist Chairman Mohan Baidya on Monday said his party will participate in the constitution writing and government formation processes if the major poliitcal parties agree to hold a round-table instead of the Constituent Assembly (CA). Concluding that the CA has gone to the hands of ‘reactionaries’, he said his party should struggle outside the CA until a ‘progressive’ constitution is ensured. “The CA election has been dominated by regressive forces while the force that emerged first in the previous election had faded. Our party should not join the CA to approve regressive actions and nullify past achievements,” Baidya said.
Briefing party leaders on the current political development on the second day of the party’s ongoing Central Committee meeting in the Capital, Baidya talked about the imminent danger the victorious parties face while acting under the foreign direction. Regarding speculation about the party’s unification with the UCPN (Maoist) led by Pushpa Kamal Dahal, Baidya said the parties are poles apart to reunite under the current circumstances. He, however, said they could forge a working alliance with the UCPN (Maoist) if the former rebel corrects ‘itself’. He said the prospect of the ‘working alliance’ too looks unlikely as Dahal is under ‘enormous pressure from within and out of party’ to join the CA. Baidya has also incorporated these views in a six-page political document he presented during the CC meet on Sunday.
He also presented party’s six-month programme during the meeting. Besides Biadya, fourteen other leaders, including party Secretary Netra Bikram Chand, briefed on party’s past and future political course. Unlike previous speakers, Chand admitted party’s failure to properly organise the anti-election protests. “However, there should be no doubt that the protest has taken the party to a new height.
The party has made a historical achievement by staying away from the CA election held through an illegal process,” a CC member quoted Chand as saying. Chand said that the party should collaborate with other disgruntled parties, including the UCPN (Maoist), if the latter abstain from the CA. Chand also stressed on the urgent need for the party, in collaboration with other likeminded forces, to lead a fresh protest against the CA. Other leaders, including politburo member Dharmendra Bastola and CC members Hari Bahadur Chuman, Hiramani Dhuki, Naresh Bhandari and Ram Prasad Timilsina, also addressed the closed session on Monday.

Working alliance if UCPN (Maoist) boycotts CA: CPN-Maoist
KATHMANDU, Dec 9: While ruling out the immediate possibility of the party´s unification, the agitating CPN-Maoist has said that a working alliance with the UCPN (Maoist) is possible if the latter chooses to boycott the newly-elected Constituent Assembly (CA) and hit the streets. In his political paper presented to the ongoing Central Committee (CC) meeting, CPN-Maoist Chairman Mohan Baidya has said that there is no possibility of cooperation and working alliance, let alone unity, as long as the UCPN (Maoist) remains a part of the newly elected CA. Though the political paper, according party secretary Dev Gurung, does not explicitly mention anything about the party unity with the UCPN (Maoist), it has kept all options open for the unity with progressive forces that owns up the party´s line and agenda adopted through its general convention held at Kamaladi in Kathmandu.
The political paper proposes to expand the alliance with more parties and spearhead fresh movement for what the party calls “national independence” and “national sovereignty”. “The recently held CA election has shown that our country is in new-colonialism. It is necessary to launch a movement for national independence and national sovereignty,” Gurung told Republica. Gurung said there is no possibility of unity with the UCPN (Maoist) until the latter agrees to abandon its “peace and constitution line” adopted through its Hetauda Convention. “The line our convention has adopted is poles apart. The rumor of our unity with the UCPN (Maoist) is nothing but a tactic of UCPN (Maoist) leaders to bargain with NC and the UML for a power sharing arrangement,” he added.
While the CPN-Maoist is in favor of ´people´s democratic revolution´, the UCPN (Maoist) has upheld the party line of socialist revolution – something the CPN-Maoist calls ´akin to the political line of NC´. Unlike the CPN-Maoist, the UCPN (Maoist) does not see any threats of ´imperialism´ and ´expansionism´ in the country. “Since the UCPN (Maoist) is not demonstrated willing to review its party line and adopt the party line we adopted through our general convention held in Kamaladi, there is no possibility of unity at least for now,” Gurung further said.
The political paper presented by Chairman Baidya has concluded that the major political parties had backtracked from the almost-reached deal to defer the poll for April for consensus at the eleventh hour under the influence of ´foreign forces´. The paper, while taking the CA as main obstacle for consensus, has proposed to work toward exerting pressures through street protests to dissolve it. The political paper has dealt three separate themes including the review of the party´s boycott of the CA election, party´s future line and work plan. While 15 of the total 40 CWC members put forth their views on the political paper on Monday, remaining CC members, including more than 150 advisors, who are also participating in the CC meeting, will put forth their views in the meeting that will continue on Tuesday.
