CC-PCIm Message to the International Meeting in Solidarity with the People’s War in India organised by ICSPWI



To all the delegates who have gathered in this Conference,
To all the parties, organisations and individuals who have worked to organise it,
To the International Committee to support the people’s war in India that is leading this Conference,
Warmest revolutionary greetings and heartfelt Lal Salam from the CPI (Maoist) and the People’s Liberation Guerrilla Army (PLGA), Revolutionary People’s Committees (RPCs), Revolutionary Mass Organisations and revolutionary people of India, it leads.
We greet you especially with the joy of celebrating the momentous 10th anniversary of the foundation of our party and with deep appreciation of your organising this Conference in conjunction with these celebrations exactly in the condition of great turmoil in the world. The formation of the CPI (Maoist) which united the two major revolutionary streams in India realised a dream long cherished by the revolutionaries and masses. In its 10 years of its existence 2332 comrades, including members of the Politbureau, Central Committee, State, Region, District, Sub-zone, Area and Village level party committees, primary party members and many more of the PLGA and the United Front, have made the supreme sacrifice to fulfil the revolutionary tasks it had set itself. We pay homage to these martyrs, to the revolutionary masses who have willingly suffered loss of lives and unimaginable repression to participate and support the people’s war, and to all those who laid down their lives for the great cause of communism throughout the world.
For us the celebration of the 10th anniversary of our party is an opportunity to take stock of our achievements and shortcomings. The PLGA, People’s Militia and revolutionary masses led by it have waged heroic political and military battles against a heavily armed and trained enemy, guided and backed by imperialism, particularly US imperialism. Our comrades in jail have written splendid tales of resistance. We celebrate these achievements, aware of our shortcomings, in order to forge ahead along the path of protracted people’s war.

Comrades, Allow us to first place an account of the past ten years.
During this period our party, the PLGA, RPCs and all the revolutionary mass organisations led by it have striven hard to realise the tasks we shouldered at the time of its formation. In 2007, defeating the persistent attempts made by the enemy to thwart us, we successfully convened our long cherished Unity Congress, the 9th Congress. This enabled us to further deepen and enrich our ideological, political unity. An exhaustive review was made of the achievements and drawbacks, successes and failures, of the two and half years since the merger. Along with central and principal task other important tasks were set. The leadership was further strengthened. Thus, our party emerged from the Congress, more sharp in its ideological-political positions, more consolidated in its unity, more steeled in its determination and fighting spirit, to fulfil its tasks as the vanguard of the new democratic revolution of India, as a contingent of the international proletariat.
Since 2004, and more so after the Congress, the PLGA took major strides through arduous efforts and carried out heroic raids and ambushes. It advanced from company level formations, is taking initial steps in forming battalions, and improved its capacity of command and coordination of its primary, secondary and base forces. This has allowed it to attack and completely annihilate the Indian state’s mercenary para-military forces, in general at the platoon level, and in particular at the company level in the Mukaram battle. It has built up a broad People’s Militia, numbering in the thousands. This has been instrumental in defeating counter- revolutionary vigilante groups such as the Salwa Judum and Sendra, etc. where the enemy tries to ‘turn the people against the people’. The People’s Militia and the revolutionary masses have also been of great importance in the PLGA’s successes in major battles.
This period also gave important lessons in revolutionary mass struggles and co-ordination between armed and mass struggles. We must particularly note that this was done under conditions where almost all open mass organisations linked to our party, or even suspected to have relations to it, are banned and its members hunted, murdered or imprisoned. In the midst of this persecution, fully aware that the ‘masses are the real creators of history and we communists are mere children’, we have persisted in building mass organisations suited to the conditions and mobilising the masses in the hundreds of thousands. We led some major mass struggles that took the form of mass upsurges. New forms of struggle and organisation emerged, such as those in Lalgarh and Narayanpatna. Conducive ground was laid for the consolidation of an anti-feudal, anti-imperialist front. In many other parts of the country big struggles broke out where the masses came forward to defend their land. They fought against plans to displace them for the sake of opening big mines, dams and other pro-imperialist, pro-ruling class projects. We supported these struggles and led some of them. This gave us rich experiences in leading mass struggles, uniting a wide variety of forces. These struggles brought out the leading role of the party and the people’s war it leads. They were of immense help in extending the war zones and expanding the party and the PLGA through winning over new forces.
Another important arena of struggle is gradually expanding inside the prisons. Several thousands are in jail. Several Central and District and sub-jails in about 20 States have reverberated with the hunger strikes, at times indefinite, on the demands of political prisoners. Through their activities our comrades in jail have succeeded in mobilising ordinary prisoners to fight for their rights. Democratic organisations and forces are also playing a key role in this even amid severe countrywide repression. Support activities and struggles demanding release of all political prisoners have spread out across the country and internationally. The solidarity activities you have taken up in support of political prisoners in India were specially important and we cherish them as a glowing example of internationalism.
Over these ten years the party has further developed its capacities in different fields. It has actively engaged in ideological struggle against various deviations within the country and at the international level. It played a key role in the formation and functioning of the Co-ordination Centre of Maoist Parties and Organisations in South Asia (CCOMPOSA).
The party has paid attention to raise its ideological level through systematic study classes and rectification campaigns. Study material and magazines are published in various languages. Special effort was taken to develop study/propaganda material in adivasi languages. Syllabus and texts prepared for basic education were further enriched. These are used in the schools run by the RPCs and for the education of PLGA combatants and members of the mass organisations.
An exceptional contribution of the party is that of arousing the women who are half the sky and developing their capacities in political, organisational, military, cultural and other spheres so that they can lay claim to their share in struggle. Today around 40 percent of the fighting force of the PLGA consists of women, though the percentage varies in various guerrilla zones. Women are commanders at the platoon level and members of company level party committees.
The party has paid a lot of attention to develop revolutionary cultural activities. Mass cultural organisations exist in many States from village to State level. They spread the message of revolution and promote democratic and scientific values through multifarious cultural forms that learn from and develop national, ethnic cultural traditions and styles. They motivate the people to struggle for radical change. Their cultural messages also play the role of an instrument of rectification that attacks the reactionary values of the old society gripping the minds of the masses. These organisations are powerful weapons linking the party with the broad masses. Apart from these mass organisations, armed cultural groups are formed within the PLGA too, at the company and battalion levels.
Most importantly, through the planned work taken up after the formation of the united party, we could expand some guerrilla bases as a transitory step towards the establishment of liberated areas. We succeeded in consolidating Revolutionary People’s Committees (RPC) in several villages in these bases. The guerrilla bases enabled us to carry out strategic tasks to further consolidate and expand them to advance the revolutionary war. More people’s political power organs emerged in the period after the Congress. In Telengana and Andhra Pradesh several RPCs had been formed in the past. Though there had been a setback in these States, the people who had enjoyed political power are fighting to overcome the situation with that inspiration. In Dandakaranya (Chhattisgarh), several Area level revolutionary people’s governments were formed earlier. A few Division (District) level people’ governments have also started functioning. This is a new experience in the history of the revolutionary movement in our country. They are placing an alternative political, economic and cultural model in front of the Indian people by rejecting the fake democratic system and the pseudo reforms of the exploiting governments. These people’s governments are striving to increase the agricultural production of the people through their cooperative and collective labour while working very hard to march forward to achieve self-sufficiency for the economic development of the people and to support the party and the PLGA. Thus we march forward to realise the central task of our revolution, the seizure of political power through armed struggle.
Following the formation of the united party in 2004, the enemy has redoubled its efforts to destroy the revolution by expanding the US imperialism guided ‘Low Intensity Conflict’ strategy to the entire country. It now acknowledges us as the ‘greatest threat’ to its security.
Through this strategy the enemy has paid special effort to attack and destroy our leadership. As you know it has succeeded in this to a significant extent, causing heavy losses. In 2009 it launched its even more ruthless, intensive and extensive suppression strategy, the ‘Operation Green Hunt’, the notorious ‘War on the People’. A grand plan was prepared to wipe us out, employing fascist methods. Huge forces, including special forces, were trained and concentrated. Thousands of crores of rupees were spent. Massive propaganda targeting us as anti- development and a bunch of terrorists was carried out. Intense combing operations, surprise attacks on our forces, attacks on our mass base in the war zones were conducted by mobilising a huge number of forces in every operation. Large scale arrests of activists of all people’s organisations in rural and urban areas and militia in all guerrilla zones, burning and destruction of houses, properties and crops, mass murder of people and mass raping of womenfolk and killing and taking away a large number of livestock had become a routine one, fake encounter killings continued, destruction of our urban networks, destruction of the infrastructure built up through the collective labour of the masses were combined with reform activities meant to sidetrack the people. In the face of this fascist onslaught we did suffer serious losses. Led by the Central Committee, the whole party, PLGA, People’s Militia and revolutionary masses led by the RPCs and mass organisations, stood firm, learnt from our mistakes, redoubled efforts and hit back. Simultaneously we waged a political battle. We struck back exposing the enemy’s propaganda. This paved the way for a favourable political polarisation within the country. Progressives and democratic forces came forward along with revolutionaries to denounce the enemy’s Operation Green Hunt as a ‘War on the People’. Internationally too a broad movement came up to build world public opinion against this assault of the Indian state. This reaffirms the capacity of our ideology to counter the enemy’s psychological war and gives us rich lessons.
In the wake of the severe mauling they suffered at the hands of the PLGA in a few tactical offensives where they were wiped out in large numbers, the enemy started taking up operations with even larger forces. The enemy who was successful in damaging the leadership and cadre in the urban and plain areas is now targeting the leadership in forest areas. The enemy has already engaged its 500,000 Central and State troops in these war zones and is planning to increase it by several thousands. Drones are employed. The Air Force is involved in a supportive role and the Army is being readied.
Facing these attacks the PLGA has gained rich experiences in battling and breaking the enemy’s ‘cordon and search’ campaigns, deploying at times a force of 10,000. The PLGA, with the full support of the people and with exemplary initiative, bravely fought hour long battles, even for three days, to break the enemy’s cordon and successfully defeated its plans to capture leadership comrades. PLGA forces and people’s militia also fought back the tactics of the enemy of deploying the police and paramilitary forces through helicopters by firing on and damaging them with ordinary rifles.
While the tightening blockades, combing and attacks brought out the steel in the vast majority of our ranks, it has also exposed the rotten elements that had remained hidden among us. Liquidationists who pretend that protracted people’s war is not suited to our conditions, cowards who flee under different pretexts hopelessly trying to cover up their defeatism, traitors who sell out the people for the pittance thrown to them by the enemy – these trying times have uncovered them, one after the other. Among the masses some have “surrendered” under enemy brute force. Repeated and heavy attacks have caused great harm to the party structures in the villages and consequently to the RPCs and mass organisations too. A section of the masses have become passive.
In the first quarter of 2013, assessing the situation we face, the Central Committee had noted that the weaknesses in our subjective condition were uneven. It assessed that our countrywide movement is facing a very difficult condition. The reasons for this situation to arise are both objective and subjective. The Indian ruling classes, with the complete support and guidance of the imperialists, have launched an unprecedented multi-pronged countrywide strategic offensive to suppress our developing movement. We suffered some losses, lost some ground temporarily while withdrawing in the face of superior forces. The other reason for this is subjective, the mistakes we made in rising up to the demands of changing conditions of the revolutionary war and leading the PLGA and people, continuing remnants of non-proletarian tendencies in ourselves and failure in avoiding serious loses. The Central Committee has formulated the basic tactics to overcome this situation. It issued a call to Bolshevise the party aimed at becoming capable of overcoming the present difficult condition and achieving it by educating the entire party in MLM, political and military line and basic policies, tactics, style of work of the party and fighting style of the PLGA, lessons learnt from practice, rectifying its mistakes and shortcomings and thus strengthening the party, PLGA and mass base and paving the way to advance the movement. Whatever may be the situation, we have a mighty weapon to tackle it. This is our ideology, MLM. Grasping it deeply and taking up this weapon ever more firmly; this is the crux of Bolshevising the party. This campaign is going on and the party and all the forces led by it are striving to develop their capacities to defeat the enemy’s onslaught.
During the past 15 months we put efforts to preserve our movement and leadership amid intensified enemy offensive. In the recent period the PLGA, with the support of the people, conducted tactical counter-offensive campaigns and several armed actions, annihilated enemy forces and seized arms and ammunitions. Thousands of people and people’s militia led by the PLGA destroyed road building equipment, vehicles, guest houses, and camp offices of the government and the big construction and mining companies. Along with starting Bolshevisation campaign in the entire party, PLGA mass organisation and United Front organisations, we could achieve some positive experiences in some parts and extend into some new strategic areas. We are striving hard for revival of the movement in some of the areas from where we had to retreat.
In areas where we have weakened the party is trying to face the situation with Bolshevik spirit. Facing heavy odds and losses, we are opening up a new war front in the Sahyadri (Western Ghats) border region of Karnataka-Keralam-Tamilnadu.
Our party’s efforts to rally the vast masses in both secret and open forms against the pro- imperialist policies that served the interests of the ruling classes implemented by the Central and State governments continued. Thousands of people held rallies and vented their ire demanding the withdrawal of the Central and State forces. They protested fake encounters, massacres, illegal arrests and atrocities on women, attacks on villages, loot and destruction of people’s properties and demanded the release of political prisoners. Revolutionary land reforms and people’s welfare programmes were conducted by RPCs by mobilising the masses and PLGA also participated in these programs. The capture and execution of the hated Mahendra Karma, the main person responsible for the brutal Salwa Judum atrocities was a major achievement. Responding to the call of the party the people in rural Dandakaranya (DK) boycotted the Chhattisgarh assembly and parliament elections and some rural areas of Bihar, Jharkand, Odisha and Andhra-Odisha Border (AOB) people successfully boycotted parliamentary elections by resiting thousands of additional state forces and their brutal suppression. In areas where movements of adivasi peoples against mining and displacement are going on, majority of the people boycotted the Loksabha polls and expressed their protest against the these destructive projects.
As part of the election boycott campaign the PLGA forces successfully conducted tactical counter-offensive actions on the enemy forces that came to force people to vote in most of the war zones of Central and Eastern India. Some of these actions took place in areas which the enemy had claimed to have ‘cleared’ and taken control of. Within the first five months of 2014, spanning the election period, 63 enemy forces were annihilated and 122 injured in 31 actions. One PLGA combatant was martyred in these offensives. We could seize 36 weapons and 3366 rounds. It is noteworthy that these actions came in the wake of and during two massive country-wide special ‘cordon and search campaigns’ conducted by the enemy. Through guerrilla actions conducted constantly by the PLGA in the various guerrilla zones the enemy forces had to disperse their forces in a vast area and so were forced into a situation where they could not deploy their forces as they wish in our crucial areas. Due to lack of additional forces the enemy couldn’t carry out these campaigns more intensively in all areas at once except in Bijapur (DK) and some other parts of the country.
New forms of struggle are being developed to counter the enemy’s ‘carpet-security’ strategic network where heavily fortified camps with hundreds of troops are put up at short distances of 2 to 6 km from each other, steadily encircling our guerrilla bases and other war zones. In two instances, the masses, along with the PLGA or on their own with its support, have engaged in armed harassment or besieged such camps for days together and forced their shut down. The role of women in these struggles was exemplary. We have also seen instances where the masses either rejected the free goods distributed by the enemy mercenaries as part of Civic Action Programs or made a bonfire of them.
In this period an important achievement in last 15 months was the merger into one party of CPI (Maoist) and CPI (M-L) NAXALBARI. This was another turning point in the effort to achieve unity of genuine revolutionaries in our country. As pointed out in the merger declaration, this gives a boost to the capacity of our party to better fulfil its role as the vanguard of the Indian revolution. The unity of Maoists in the face of intense enemy attack has greatly encouraged our entire party, PLGA and the revolutionary masses. It has been enthusiastically welcomed at the international level too.
Overall the situation we face is still very difficult. But we are firmly holding on, boldly facing up to it, and pushing forward to overcome it. Needless to say, the solidarity you extend immensely helps us in this task. We are glad to see that you agree with us on the need to vigorously take forward the campaign to end Operation Green Hunt. This campaign and the solidarity movement in support of people’s war in India complement each other. Defeating this counterrevolutionary multi-pronged countrywide offensive of the enemy is an immediate task before us.
Every revolution advances in a wave-like manner. That is a law of history. In times of difficulties we should heighten our ideological level, keep politics in command, take the message of revolution deeper and wider among the masses, creatively apply the line of protracted people’s war and develop our tactics, be ‘red and expert’ in our political, military, organisational, propaganda, training, cultural, production, technical and other tasks, be more determined, dedicated and ready for sacrifice. Only thus can we emerge from this situation more united, more disciplined, courageous, stronger, more consolidated and more dynamic. This is the lesson we learn from the great revolutions of our class, summed up in the teachings of our great teachers. They have also taught us the need to reforge our ties with the masses on a deeper and higher level at each turn of the revolutionary war. At each crucial juncture the task of deepening the politicisation of not only ourselves but simultaneously the politicisation of the masses also poses itself afresh. We resolutely take up this task to unleash the revolutionary energy and initiative of the masses in an even more powerful manner.
Such is the brief account of our successes and failures, of the people’s war in India, over the past ten years. Such is the main way we have been contributing to the advance of the world socialist revolution.

Comrades,
During the past decade a number of important developments have taken place at the international level. We wish to draw your attention to some salient features.
The initial years of the last decade saw huge outpourings of the masses against globalisation policies that destroyed their lives and a strengthening of people’s wars and armed liberation struggles. The ideology of the proletariat was more sharply posed through the establishment of Marxism-Leninism-Maoism. Its wider adoption strengthened the grounds for closer unity among Maoist forces, internationally and in different countries. Stirrings of a new wave of revolution could be seen in the world. Mainly in response to this, imperialism, particularly US imperialism initiated and launched a massive, worldwide counter-revolutionary offensive, directed against the people. This was the main content of the so-called ‘War on Terrorism’ which all imperialists and reactionaries joined or supported. Wars of aggression against Afghanistan and Iraq, curtailment of democratic rights, attacks on people’s struggles, growing fascicisation throughout the world, step up of suppressive campaigns against armed struggles, people’s wars and Maoist parties — such were its main features. But the arrogance of US imperialism, the sole superpower soon got soundly rebuffed. The challenge was met. A worldwide struggle emerged against the war on Iraq and continued after the launch of the war. Powerful resistance in Iraq and Afghanistan bogged down the aggressors and upset their plans. Masses throughout the world refused to be cowed down and continued their struggles against the ravages of globalisation, liberalisation and privatisation. People’s wars continued to advance. As a result of all these factors, US imperialism was forced to change tactics within a few years. Bush was replaced with Obama. Talk of ‘decades of war’ was replaced with hurried plans for disengagement and withdrawal of troops. This is a stark indicator of the favourable situation that has emerged in the world. This period also saw a growth in the contention between imperialist powers as Russian imperialism began to assert itself in the context of the US getting bogged down.
As we all know, the global crisis of the imperialist system that broke out in 2008 has further exacerbated the situation world over. In both imperialist and oppressed countries, millions took to the streets and fought pitched battles with reactionary state forces, workers seized factories, masses occupied squares and shut down governments. Students, youth, women, workers, immigrants, pensioners — all have come out in struggle. The heady days of the Arab Spring are still live in our memories. Several hated dictatorships were brought down by the persistent struggles of the people. This blooming of the masses didn’t arrive at realising their aspirations for a genuine democracy, exploitation free system and people’s rule. But it has stirred up these societies in a deep way. It gave hope to the world peoples. The results will surely appear.
This is the world today. It shows a situation of great potential for a powerful new wave of revolution. But there is another side to this, a bitter side, one of betrayal. Once again in the history of the international communist movement revisionism has blocked it from gaining the most of a favourable situation. The betrayal of the people’s war in Nepal by the CPN (Maoist) leadership, particularly the Prachanda-Bhattarai clique, was the most damaging of its acts. The possibility of forcing the enemies of the people to drop their guise as saviours of democracy fighting obscurantist fanatics and bringing them into direct confrontation with a revolutionary people, of raising the banners of a people’s war led by Maoists as a rallying centre against imperialism and reaction, of winning over broad sections of the people to the cause of communism, was destroyed. From another end we see a liquidationist attack on our ideology that seeks to pull down the banners of a MLM and replace it with the hollow claims of Avakianism. This has already destroyed some Maoist parties, who once had an honourable place in the ranks of the ICM. Both of these deviations have been confronted by the Maoists and the struggle continues. Efforts are on to consolidate Maoist parties and build new ones. But the loss is evident. There is a considerable drop in the subjective forces of world proletarian revolution, caused not by enemy suppression, but by the enemies emerging from within it.
Thus we see the contradiction, the glaring gap between the potential of the objective situation and the subjective capacities of the Maoist forces. This is what we must confront. All our activities must be directed to overcome it. This is the deepest need of the oppressed and exploited throughout the world, the demand of these times. As Mao would say, “We must seize the hour, seize the time”. Our party believes that it is the need of the hour for the communist forces to strive to mobilise the broadest possible anti-imperialist, democratic and revolutionary forces to strengthen the campaign to end OGH and with a view to build a broad worldwide anti- imperialist front that is in process. And the further strengthening of the unity of communist forces world over would lead to stronger support for the Indian Revolution too.
In the present situation, the objective potential of the world situation is far outstripping the subjective capacities of the individual parties. Yet much can be done to win over a large section to the cause of communism through their united effort. The recent years have seen collective activities in the form of joint May Day statements, seminars on important developments, conferences of Maoist parties for summing up experiences of international organisation and strengthening the struggle against neo-revisionism, joint forums such as the International Support Committee organising this Conference and the solidarity activities it has initiated. We have welcomed these efforts and continue to support them. We must now explore the possibilities of making the closer ties born out of these activities and growing unity of thinking on ideological, political issues the basis for further advance.

Just as the Indian revolution serves the world proletarian revolution so too is its future vitally linked to how best the Maoists throughout the world can make the most of the world situation and advance world revolution. We take confidence from the burning desire for revolution expressed in the proceedings of the Hamburg Conference, seen in its motto that advancing the revolution in our respective countries is the best way of expressing solidarity to similar revolutions in other countries.
Our party which carries forward the legacy of Naxalbari had always considered the new democratic revolution that we are waging in India as an integral part of the world socialist revolution, the party a vanguard contingent of the world proletariat. The invaluable and incredible sacrifices that are being done by the people and comrades in our revolution are also an integral part of the great sacrifices done by innumerable beloved martyrs of world socialist revolution in each and every country.
Finally, before we conclude, we wish to speak about the great efforts you are doing in support of the people’s war in India. The news of your campaigns, its vivid images, are being taken to our ranks, PLGA combatants and revolutionary masses as widely as possible through our open and secret magazines and several other means. When they know that their sisters and brothers in far off lands stand up in militant solidarity with them, when they see images of protests before Indian embassies, of wall writings taking the message of their revolution to masses in those countries, their hearts swell with pride — we are not alone, our people are there, we are everywhere. Your acts have inspired us; they have made us more determined. We will strive our utmost to fulfil the confidence you have reposed in us. Our future, the future of the world revolution, the future of the world proletariat, oppressed nations and oppressed people is certainly bright but the path is a thorny, arduous and full of zigzags. The future of our enemies, the imperialists and their lackeys the world over, is dark and their doom is inevitable.

Hyderabad: Police here Sunday stopped Pratyamnaya Rajakeeya Vedika (Forum for Political Alternative) from holding a meeting, saying it’s a frontal organisation of a banned Maoist Party, and arrested its leaders and activists. Police arrested about 50 leaders and activists of the forum as they reached Sundarayya Vignana Kendram in Baghlingampalli to attend the meeting called to mark 10 years of united revolutionary movement.
The forum’s leaders and revolutionary writers Varavara Rao and Kalyan Rao and Jeetan Marandi, a revolutionary singer from Jharkhand, were among those arrested. Police deployed forces and erected barricades on the roads leading towards the meeting venue to prevent activists from proceeding. Deputy Commissioner of Police V.K. Kamalasan Reddy told reporters that the Hyderabad High Court had denied permission to the forum to hold the meeting. He said the forum is a frontal organisation of banned Communist Party of India-Maoist and any activity of the outfit is illegal.
Varavara Rao, who is heading the forum, was initially placed under house arrest and later taken into custody by police in Hyderabad while Kalyan Rao was arrested late Saturday night in Macherla in Guntur district of neighbouring state of Andhra Pradesh as he was leaving for Hyderabad to attend the meeting. Varavara Rao’s wife P. Hemalatah condemned the police action. She said police denied the permission for the rally and now stopped the meeting.
“This was never happened in the past. We were not expecting this under TRS (Telangana Rashtra Samithi) rule in the new state of Telangana,” she said. The organisers had said the meeting was called to review the progress, achievements and objectives of 10 years of united revolutionary movement, a reference to merger of CPI-ML People’s War Group with Maoist Communist Centre (MCC) to form the CPI-Maoist.

Maoists set fire to two mobile towers, bus in Bihar
Maoists set ablaze two mobile phone towers and a bus in Bihar’s Banka district in two separate incidents, police Friday said. District police official Arun Kumar Singh said that over a dozen armed Maoists set ablaze two mobile towers late Thursday night at Gora and Bhittiya villages under Phullidumar police station. “Maoists poured kerosene and also exploded country-made bomb to set ablaze two mobile towers of private companies,” Singh said.
In the other incident, armed Maoists set fire to a bus at Bhalua village under Sambhuganj police station in the district. Singh along with security forces visited the incident sites and assured security to the fear-stricken villagers. “We will intensify combing operations against Maoists,” Singh said. According to police officials, Maoists called for a day-long strike in the district to protest the killing of two of their members last week. Police officials said the Maoist strike evoked mixed response in the district. They forced some rural markets to remain closed and threatened others not to ply vehicles. Maoists denounce
Jharkhand and Chhattisgarh area committee of the CPI(Maoist) have circulated a press statement in some areas in Jharkhand that security forces were using helicopters to air drop bombs at their camps and some tribal villages.The banned outfit claimed that many of their cadres were killed following the attacks by the security forces from air.

10th anniversary PCIm in Odisha

VISAKHAPATNAM: The CPI Maoists gearing up to go all out to celebrate the party’s 10th anniversary in the Andhra Odisha border (AOB) area in a big way from September 21 has the security forces on tenterhooks. The Reds have already circulated pamphlets and pasted posters in Hindi and Odia within the AOB special zonal committee limits spread across seven districts of Andhra and Odisha states.

The posters and pamphlets containing slogans like ‘land to the tillers’ exhort people to celebrate the 10anniversary of the Maoist party by taking up an armed struggle to prevent the operation green hunt launched by the security forces and kicking out multinationals from the country. According to sources, the banned outfit has already recruited many cadres from Odisha and has also shifted a few members from Chhattisgarh to AOB area to beef up the Red’s weakening militant wing in the wake of large-scale surrenders and arrests in both the states over the past three to four years.
They have also revamped their rank and file by giving priority to young blood in leading squads and committees, sources said. “The situation in the AOB is tense due to the increasing presence of naxals, who have already made a show of strength through two meetings in the past one month. So far they have killed three people by branding them as police informers,” a senior police official working in the Visakha Agency said on condition of anonymity.

SCOTTISH REFERENDUM ANALYSIS

Of those aged 16 and 17 - who were given the vote for the first time - 71 percent voted yes compared to 29 percent no, according to... his figures.

Most of the no voters were aged 65 and above, with 73 percent voting no, and 27 percent voting yes.

Of those who voted Conservative in the 2011 Scottish elections, 95 percent voted no and 5 percent voted for independence. For Labour voters those figures were 63 percent and 37 percent. Of SNP voters 86 percent voted yes and 14 percent voted against Scottish independence.

The revolutionary proletariat in the Philippines: Building a just and democratic society

Good afternoon, dear friends and comrades.
It is a great honor for me to participate in the fourth New World Summit – Brussels, and for me to speak under the section of Progressive State.
I would like to thank and congratulate Jonas Staal, Robert Kluijver, Younes Bouadi, Reneé in der Maur, Paul Kuipers, and everyone else who worked so hard to make this fourth New World Summit a success.
Today I will speak about the progressive state developing in the Philippines today.
We have been waging our national democratic struggle for more than four and a half decades. Our struggle started in the 1960s when a group of Marxist-Leninist-Maoists led by Professor Jose Maria Sison identified the character of Philippine society as semi-colonial and semi-feudal, and put forward the general line of the national democratic revolution against US imperialism, feudalism and bureaucrat capitalism.
In 1968, the Communist Party of the Philippines was re-established. A Program for a People's Democratic Revolution was promulgated. In March 1969, the New People's Army was established to defend the people against injustice and tyranny, and to fight for the realization of the People's Democratic Government.
Since then a parallel state of the people is being built. It's presence is now in 71 out of 81 provinces in the country.
While the reactionary state still exists, the people's democratic government is steadily growing in the countryside. Local organs of democratic political power are being established. The barrio (village) organizing committees and barrio revolutionary committees in these areas have special committees for organization, economy, defense, justice, health, education, and so on.
Supporting the people's government are basic organizations of workers, farm workers, peasants, women, youth, children, and cultural activists. Each type of mass organization performs general functions as well as special functions specifically suitable to its members.
The people under organs of political power and mass organizations constitute the mass base of the revolutionary government. This mass base runs into millions, mostly in the countryside.
Let me concretize some aspects of the democratic Philippines that has been developing during the past four and a half decades.
Revolutionary land reform
Land reform is the main content of the national democratic revolution. The maximum goal of our land reform program is the free distribution of land to the peasants.
In our present stage of struggle, we are implementing the minimum land reform program, which is the reduction of land rent, abolition of usury, and the setting up of mutual aid and labor exchange systems among the peasantry. Wages of farm workers and the prices of agricultural products at the farm gate have also been improved.
In areas where the local organs of the people's revolutionary government are strong, land has been distributed to or taken over and tilled by peasants or peasant associations, especially in cases where the landlord is absent or afraid to return to the land. In several provinces, several hundred hectares of land are already in the hands of the revolutionary peasants.
Revolutionary Justice
An important aspect of building a progressive state is defining and ensuring a good justice system.
The revolutionary movement has developed a justice system which is being implemented in areas of its responsibility.
To give a concrete example of this, I will quote the experience of a woman member of the New People's Army. She writes:
“The Party is very clear about the equal rights of citizens as stated in its documents regarding the establishment of a Democratic People’s Government. A related document on the setting up of revolutionary People’s Courts also guarantees the protection of women, especially against rape.
I have had opportunities to participate and lead in the conduct of Revolutionary People’s Courts for cases of rape.
One case involved a perpetrator who was a member of the village-based people’s militia, which assists the NPA in the revolutionary defense of the people against fascist attacks and incursion. His sister-in-law came to us, asking for justice, claiming that he had raped her. At first, it was difficult to believe he was guilty, for he was soft-spoken and mild-mannered. He was also of good standing in the militia. The man’s wife also defended her husband from the charges.
The Party organization in the area organized a jury composed of respected residents of the barrio, and a representative of the local Party branch. I sat as a member of the jury, representing the local NPA platoon.
The case became a thorn that severely divided the masses in the barrio. It became a bitter fight between the victim’s relatives, on one hand, and others who doubted the victim's claim.
In the course of the trial, however, several other women also came forward, claiming to have been either raped or sexually harassed by the same man.
In the end, the evidence proved too strong. The man’s guilt was beyond reasonable doubt.”
Education
Education, especially in far-flung barrios in the countryside, has never been a primary concern of the Philippine reactionary government. There are no schools here. Where there are schools, they lack classrooms, textbooks, desks and other facilities. This is especially true in areas of indigenous communities. The lack of basic education exacerbates the conditions of poverty, landlessness and displacement. Children, if they are able to go to school, often have to stop studying because they need to help their parents in the agricultural work.
The revolutionary movement has assumed the responsibility to provide education in areas under their control or influence. Literacy and numeracy classes are given to adults, followed by mass courses on their socio-economic, political, and cultural conditions, based on our concrete social investigation of their own situation in the locality. Classes are held once or twice a week.
Primary schools have also been set up in some provinces.
A few secondary schools have been opened. These schools operate on the principle that community development must start from securing the economy and livelihood of the people. Since most peasant and indigenous communities are dependent on agriculture, students are taught scientific ways in farming and animal husbandry. The students are trained for community service. They are also trained to be community organizers.
As part of their training, before classes start, the students work their agricultural fields. So theirs is an integrated program of production and education.
When students reach a certain level, they also become instructors themselves, passing on their knowledge to younger students. This develops their sense of responsibility.
The biggest problem faced by these schools is the ongoing militarization in the countryside. The military often occupy their classrooms or harass the residents of an area, disrupting their schooling. This can sometimes go on for months. But as soon as the military leaves, classes resume.
Health care
The Philippine government is also negligent in providing health care for people who cannot afford to pay for their medical needs.
The revolutionary movement has taken on this responsibility in their areas. Doctors and other health personnel conduct missions regularly in these areas. The residents in the barrios are trained in hygiene, primary health care, and preventive medicine, as well as in the use of Western medicine, acupuncture and herbal cures. Simple medical procedures are taught, including performing appendectomies, helping in childbirth, simple dental procedures, etc.
Natural Disasters: Relief and rehabilitation work
From its beginning, the revolutionary forces have always been the first responders in relief and rehabilitation work in all kinds of natural calamities and disasters such as floods, earthquakes, typhoons, landslides, and mudflows in their areas. Volunteers led by youth and student activists in the cities respond quickly to undertake disaster relief work in affected areas, especially in the countryside, and gain awareness of the dire and impoverished conditions of the people there, as well as of the need for revolutionary change.
Global warming has also generated unprecedentedly stronger typhoons, and have brought widespread death, destruction and loss of crops.
Among the three strongest typhoons to hit the Philippines in the past years have been Ondoy (international name: Ketsana), Pablo (Bopha) and Yolanda (Haiyan). Revolutionary forces in the area where these typhoons hit were the first ones to do relief work. Through the experiences in relief and rehabilitation in these areas, the work has been systematized and efficiently carried out.
Relief and rehabilitation is comprehensive. That is, when the teams go to the disaster area, they do relief work, psychosocial work, and organizing. These are the three components of relief work.
Relief work:
Relief workers go to the remotest areas where other relief teams do not go.
They bring with them five kilos of rice for each family, sardines and dried fish, soap, water and clothing.
Medical missions are also organized. Volunteer doctors, nurses, health personnel bring medicines. When needed, minor surgeries are also performed.
Psychosocial:
After the first needs of food, clothing and shelter are taken care of, the psychosocial part of the relief work takes place. For a session, about 30-50 persons composed of children, parents, grandparents, are gathered. They tell their stories, speak of their experiences, express their sorrow for the loss of loved ones. This is a whole day activity. For many of them, it is a great relief just to share their stories and to listen to the stories of others who underwent the same trauma.
Organizing:
The third part of the relief work is the organizing component. Discussing the causes of natural disasters, and the root causes of their problems helps empower the people. Instead of pitying themselves, they organize themselves to demand their rights.
The relief team is transitory. The people must help themselves. In Mindanao, after Typhoon Pablo, when the reactionary government's Department of Social Work and Development did not distribute the relief goods due them, the people raided the storage places and took over the distribution of the relief goods. They were organized and empowered!
Rehabilitation:
The next phase is the rehabilitation work. Donations for iron sheets, nails, electric saws (to cut the fallen trees into lumber for rebuilding their houses), hammers, and other building equipment are brought in. Then the people begin rebuilding their homes.
Seedlings are also given to the people. In Mindanao, after Typhoon Pablo, the people were taught sustainable agriculture techniques, to help them in their food security. They are taught integrated farming: planting rice, vegetables, and raising pigs. They are also taught to produce and use organic fertilizers. At a later stage, a carabao (as work animal) dispersal program is initiated.
The Woman Question
From the very beginning of the revolutionary movement, the importance of women participating in the revolution has been emphasized. The revolution cannot achieve victory without unleashing the revolutionary potential of women.
Women from the oppressed classes, like men, suffer the exploitation and oppression of living in a semi-colonial and semi-feudal society. In addition, women suffer from gender oppression and patriarchy. That is why Makibaka, the revolutionary women's organization that I am a member of, undertakes projects which include awareness raising among women and men, providing support services for women, improving their productivity, promoting equal responsibilitiy in child-rearing, advocating democracy in family relations, safeguarding reproductive rights, and advancing the rights and welfare of children.
It was Makibaka which advocated, when the 12-Point Program of the National Democratic Front of the Philippines was being written, that women should have a number to bring out the specific oppression and exploitation of women, and the importance of the participation of women in the struggle, and the continuing tasks of women even after nation-wide victory. This is number 11 in the 12-Point Program.
The right to divorce is one of the rights that women have gained in the course of revolutionary struggle. The Philippines is one of two countries in the world where divorce is not allowed. But it is allowed within the revolutionary movement.
Women's right over their bodies is also guaranteed.
In the mid-1970s, the Communist Party came out with a document on the Guidelines and Rules on Marriage inside the Party. In 1998, this document was improved.
Among the provisions in the improved document is removing the period of six months to one year before a divorce can be effective.
The 1998 document also recognizes the right of individual Party members to their sexual preference. The basic principles and rules governing marriage inside the Party also apply to same-sex marriage.
This was as early as 1998! The Netherlands recognized same sex marriage in 2001, and was the first country in the world to do so. The progressive state in the Philippines was way ahead of the Netherlands!
Conclusion
Ours has been a long and hard protracted struggle. We have lost comrades – women and men – who were daring, full of initiative, fearless. Through the years, a parallel state has developed next to the oppressive and exploitative one. This state is democratic and free.
What once was just a dream, is becoming more and more of a reality. The years of hard struggle are bearing fruit. We see it all over the country.
There is life. There is growth. The new Philippines has been born and is growing.

Dear people,
Warmest greetings to you from the Communist Party of India (Maoist) on the occasion of its 10th founding anniversary.
Ten years ago, we came before you to announce a joyous event – the merger of two revolutionary streams. A single Maoist party, the Communist Party of India (Maoist) was formed on the 21st of September, 2004, to shoulder the tasks of revolution. Today we place before you an account of these momentous years. It has been a decade of heroic struggle and sacrifices by the best daughters and sons of this land. Nearly two thousand and five hundred of them, from Dandakaranya (Chattisgarh), Bihar, Jharkhand, Andhra Pradesh, Telengana, Maharashtra, Odisha, Paschim Banga, Karnataka, Tamil Nadu, Uttar Pradesh, Uttarakhand and Asom, laid down their precious lives. They include hundreds of great leaders of the revolution, from the topmost level of our party to its basic levels. Scores of valiant fighters of the People’s Liberation Guerrilla Army shed their blood in battle with the oppressor’s mercenaries. Many among the masses too madethe highest sacrifice.
This blood was not shed in vain. It has built on past achievements and valuable experiences. It fuelled a decade of resolute struggle in the political, military, economic and cultural spheres. This was a period which saw ever more militant mobilisation of lakhs of people, people at the bottommost levels of society, in mighty revolt to destroy the oppression and exploitation weighing heavy on them for ages. Glorious years when the shoots of new political power were further nurtured through the destruction of the old power and more extensive building of a new society in a primary stage. And, in this process, the People’s Liberation Guerrilla Army (PLGA) was further strengthened in its fighting capability. Itsbase force, the People’s Militia, now numbers in the thousands. These brave women and men stand firm, weapons in hand, to defend every achievement of the people — political, economic, social, cultural and environmental — particularly, the emerging new society they are building.
Yes, we have striven hard to fulfil the promise given to you and made advance. It is so, because we are communists. Our words are sealed in deeds, serving the people. Inheriting the finest traditions of the countless rebellions waged by the peoples of this land throughout the centuries against their oppressors, both local and foreign, drawing inspiration from the heroic struggles of a long line of patriots who fought for true independence from British colonialism, boldly taking up the banner of armed struggle bequeathed to us by the red fighters of the Telengana armed struggle, Tebhaga and Punnapra-Vayalar, forever holding high the Red flag crimson with the blood of lakhs martyrs throughout the world, we will fight on — till our beloved country is liberated from the clutches of imperialism and its lackeys, to make it a base of the world socialist revolution, to advance through socialism to the bright future of communism. We will fight as a contingent ofthe international proletariat, as comrades-in-arms with all oppressed nations and oppressed people and broad masses of capitalist countries. It is so, because we are the children of that mighty Spring Thunder that shook up the whole of India — the great Naxalbari armed peasant rebellion of 1967. We have been taught and trained by our great founder leaders, comrades Charu Majumdar and Kanhai Chatterjee and by several other beloved leaders. We are guided by the ideology of the international proletariat, Marxism-Leninism-Maoism.
Dear people,
We were led to believe that our country became independent in 1947. Yes, it is true that the hated colonial rule was ended. But the misery of our lives forces us to acknowledge a bitter truth — the foreign masters have only stepped behind a curtain. All the vital controls are still in their hands. We see their presence in the big multinational companies that come to exploit our labour and plunder our resources; in the scant value they attach to our lives as seen in the murderous Bhopal gas incident. We witness it in the control foreign powers have over our entire country ina thousand ways. We see it in the aggressive promotion of consumerism and self-indulgent individualism. We experience it in the invasion of their decadent values and the contempt they breed for our richly diverse ways of life and cultures. We feel its oppressive weight in the disastrous economic policies they impose through agencies like the IMF, World Bank and WTO; policies that uproot people, create new shackles of dependence and pollute the air, water and earth. We see its sinister hands in the arming and training of the Indian state in the counter-revolutionary ‘war on the people’ waged against the revolutionary armed agrarian revolutionary war. This is imperialism, one of the big mountains weighing on us.
There are two more of them.
The rulers tell us we are fast advancing to information highways, bullet trains, hi-tech cities and what not. They go on and on. But look around you, look at your lives. Despite all those gadgets,smart phones, cable TVs, motor cycles and flashy dresses why do the chains of hidebound tradition weigh so heavy? Why do the landlord, old or new, and the greedy moneylender still corner the major chunk of the peasants’ surplus? Why are their wishes inviolate, their word the law, when all of us are supposed to be equal? Why is most of the land still in the hands of few, while the vast majority eke out a meagre living either selling their labour or trudging on scraps of land? Why are women fettered in obnoxious customs? Why is the dalit still preyed upon? Why are the adivasis scorned? Why this ridiculous spectacle of Brahmanic rituals heralding the launch of high tech space vehicles? Why is the inhuman caste system still alive and strong? There are many changes, new things not seen before. But the age-old structures and values of the caste system, of patriarchy, of landlordism still remain. This is feudalism inextricably bound up with caste, another big mountain crushing us.
Yes, the rulersat times admit, there are still vestiges of the old. But they would direct our sight to the glitz of fast growing cities, to huge factories, to big corporates, some of whom have even spread out abroad. Very well, but do you really need to be reminded? Haven’t you suffered them, living and slogging in the squalor of slums right in the midst of those glittering cities? Don’t you already know them for their land grabbing, resource plundering, greed which drove you from your ancestors lands? Haven’t you known their rapacious exploitation, experienced their denial of basic rights and witnessed their murderous attacks on those who demand them? But that is not all. They are big capitalists, no doubt. Yet, for all their pretensions, they are mere servitors of foreign interests, of the imperialists. Born as commission agents of the colonial rulers, they have forever depended on them in all aspects of their existence and growth. They thrive on this dependence. They sell out our country, its people and resources to the foreign marauders. And in their core they conserve Brahmanic feudal values, no matter how modern the technology they employ. From their birth they have remained tied up to feudalism. They are the comprador-bureaucrat capitalists, representing bureaucrat capitalism, yet another big mountain bearing down on us.
These are the three huge mountains weighing down on us. They squeeze out our breath, break our backs. They block our country’s development and progress. To take our destiny into our own hands, stand up in freedom, breathe the fresh air of democracy and equality, enjoy the fruits of our labour, clean up the air, water and earth, rid society of the evils of caste, patriarchy and communalism, dynamite Brahmanism that lies at the core of everything reactionary in India, yes, tolive as human beings, we must overthrow them. This is what we fight for. This is the meaning of the new democratic revolution we wage. This revolution will bring national independence uprooting imperialist slavery, exploitation and control, and will establish people’s democracy uprooting the feudal autocracy. It will establish the rule of the workers, peasants, urban petty bourgeoisie and national bourgeoisie under the leadership of the working class. The New Democratic state would unequivocally recognize the right to self-determination of the nationalities including the right to secession.
They say India is a republic, a secular democracy. The Constitution even lays claims on its being ‘socialist’! Isn’t this an outrageous mockery of the crores forced tolive on 20 rupees per day? And its secularism? Has there been a single year since 1947 without communal attacks, mainly targeting the Muslim minority? Who can forget the thousands massacred in the pogroms against the Sikhs under Congress rule in 1984 and against the Muslims in 2002 under BJP rule? The rulers claim India’s strength lie in its ‘unity in diversity’. But how are these national and cultural diversities treated? With arrogant contempt, racist, casteist slurs and attacks. That has been the plight of not only adivasis and dalits. It is the searing experience of all the national peoples in the North Eastern States of India. Many nationalities fighting for their freedom, such as the Kashmiris, Nagas and Manipuris, have been under the jackboots of the Indian Army for decades together. They are subjected to the worst atrocities and denied all legal redress by laws that protect the Army from prosecution. Everything, its murders, rapes, tortures, yes everything is Constitutionally sanctioned! The plight of thousands of prisoners, locked up in unimaginable conditions,completes this damning picture of Indian democracy. Their vast majority comes from the bottommost levels of society. Charged with trivial crimes whose punishment would be no more than a year or two, they languish in jails for years together without bail or trial. As for the Maoist political prisoners, the torture in police camps is extended to the jails, by denying them basic rights including medical care, blocking their access to literature and news, limiting or even preventing family visits and obstructing legal rights.
Why should we live in this hell?
The rulers accuse us of violence, of destruction. But what about the violence of this society they protect? Isn’t their social system acontinuous assault on human existence? When will they account for the countless lives destroyed every minute, or the living dead who barely manage to exist? Where will they answer for the destruction and havoc they create in society and the environment? Our violence is a just reply to this. What we destroy is this human-devouring system, its values and culture. But this is not some mindless act. With the participation and support of the vast masses of the oppressed people of this country, the PLGA led by our party destroys to create. Its violence is purposeful. It is ploughing up the land to clear out anti-people and obsolete relations, structures and institutions. Together with the masses, it plants and builds a new political power, a new social order. These now exist at the primary level as Revolutionary People’s Committees (popularly known as Krantikari Janatana Sarkars, Krantikari Jan Committees or Viplava Praja Committees) in the guerrilla bases of Central and Eastern India.
These centres of new political power are as yet mere specs in this vast land. But they already make possible a meaningful life, vibrant with the strength of cooperation, collectivity, rich in values of humane care and concern. They realise the centuries old dream of the exploited to be their own masters. They ensure land to the peasantry. They allow the adivasis to foster the new while nurturing their distinctiveness. They enable the dalits to live a life of dignity. They create space for women by supporting their struggle for liberation. This is the promise of a future for India — a democratic, sovereign, federal, people’s republic; self-reliant, just and equitable. This iswhat is possible if we dare to fight and reach for the heights.
What is this new society? What has it already achieved?
In these villages the Indian state has been destroyed. The outdated authority of feudals and those tribal elders, who lorded over people, has come to an end. The bondage of caste has been smashed and ground prepared for its annihilation. Organs of people’s political power were established. This new democratic power is the biggest success achieved by the people through people’s war. The Revolutionary People’s Committee at village level, with 9 to 11 members, is directly elected every two/three years by all adults, except a few who oppose people and stand in support of the reactionary state and their armed forces and gangs. The votershave the ‘Right to recall’. Women have right over half of the political power through equal representation. The people have the all fundamental democratic rights — – Right to meet, Right to form organization, Right to conduct strikes and demonstrations, Right to live according to one’s wish, Right to primary education, Right to primary medical treatment, Right to gain minimum employment, etc.
The RPC addresses all aspects of the people’s lives through its defence, finance, agriculture, trade and industry, judicial, education and culture, health and social welfare, forest protection andpublic relations departments.
On the basis of ‘Land to the Tiller’ forest lands were distributed by the RPC to all those who have no land or have scant land. Where people are well organised, women own half of the proprietary right over land. “Equal wages for equal work” is being implemented. Bazaar committees are working to end the indiscriminate exploitation in weekly bazaars. Mass struggles demanding fair wage rates were successfully waged and there was an increase in fund collection to fulfil the needs of the people. All kinds of restrictions and taxes oncollection of forest produce were annulled. Forest produce can be freely collected and consumed. The slogan of “All rights to the Adivasis/ local people over Forests” has been realised. There is a ban on taking away any kind of resources from the forest without permission from the RPCs. New entry of imperialist multinational companies (MNCs) and comprador companies has been blocked.
Apart from creating irrigation facilities for crops to increase the average yield and encouraging the usage of organic manure and high-quality local seeds, the RPCs assist the poor peasantry in all possible ways to cultivate their lands. Where conditions permit, with the purpose of raising living standards, fulfilling the masses food needs and those of the PLGA, all efforts are made to develop agricultural production and thus ease dependence onthe market. The RPCs are themselves establishing agricultural farms. Mutual aid/ work teams are formed to fulfil various productive tasks and services. Grain Cooperative Associations are formed. The effort to provide nutritious food to people through planting orchards and growing vegetables and greens has begun. Encouragement is given to fish rearing in ponds. The party and PLGA participate in productive labour as a responsibility.
The development of class struggle and building of RPCs has opened doors for new developments in people’s cultural life. As the free labour done for the tribal elders came to an end, people fulfilling their needs through mutual aid / work teams has increased. In adivasi areas, collective hunting which used to go on for weeks together was gradually discouraged. Instead, expending labour power on land levelling and creating irrigation facilities which promise growth in yield of agricultural products is increasing.
As the customs and rituals observed with blind faith are proving a hindrance to production and productive forces in the changing conditions, meetings are beingheld with traditional healers and priests and necessary changes are brought about through discussions. Apart from discouraging consumerism, RPCs are opposing forceful religious conversion of adivasis into Hinduism and Christianity. They also inculcate scientific thinking and atheism. Overspending in marriage ceremonies and death rituals has been reduced.
Women are more respected now. With the development of class struggle and the building of women’s organisations, sexual exploitation of feudal lords and demeaning practices have been eliminated. Forced marriages and the Gotul system (practiced in some adivasi areas) have come down considerably. This liberated women and young women from social and psychological pressures.
Schools are opened as part of fulfilling the basic needs of the people.For the first time in history, in Dandakaranya, education is imparted in ‘Koya’, the majority people’s mother tongue. Syllabi were prepared in the light of democratic-socialist ideas. In Bihar-Jharkhand too, special emphasis is laid on reaching education to the adivasis, dalits and other sections deprived of it. Health care is provided as part of fulfilling the basic needs of the people. Sanitation work and providing safe drinking water facilities are taken up actively by training up people’s doctors in villages. Construction of houses with the mutual cooperation is taken up for people who do not have proper houses.
Indiscriminate felling of forests and the robbing of valuable timber by the government and the timber mafia was stopped. Instead of people felling trees according to their will and wish for their agricultural and domestic needs, RPCs are striving to fulfil the needs of the people and are regularising the felling of trees. Ban was imposed on pouring poison in river water to catch fish and catching birds which come to water sources in summer. Ban was imposed on hunting which is carried for commercial purposes to sell the meat. Thus preservation of wildlife is encouraged.
Delegates elected from village level RPCs have constituted Area RPCs. Similarly elected delegates from the Area level form the Divisional (District level) RPCs. This represents an extension of territory over which people exercise political power and create the new. It strengthens the advance towards building liberated areas and establishing a People’s Government, confronting theIndian state.
Such are the fruits of the protracted people’s war. More than three decades of hard sacrifice had already made significant advance in the war zones of Dandakaranya, Bihar-Jharkhand. Giventhe different situation in these two regions this advance took different forms, but was always guided by the politics of new democratic revolution. In Bihar-Jharkhand a stubborn struggle, backed by arms, to break the bonds of caste-feudalism, defeat upper casteist private armies, seize and distribute land, paving the way for the development of Krantikari Kisan Committees as leading centres. In Dandakaranya, the grounds were laid through struggles in which the adivasi peasantry was mobilised, arms in hand, to smash the authority of the forest department, private contractors and, in some areas, feudal lords or feudalistic tribal elders and end their exploitation. Party and mass organisations were built. Revolutionary armed forces, the People’s Guerrilla Army and People’s Liberation Guerrilla Army, were formed step by step. Thus embryonicforms of people’s power emerged. The merger of the two revolutionary streams in 2004 made these gains, its experiences and lessons, the solid foundation for a bold, powerful, push forward. Its results are before you.
The growth of powerful mass struggles led by our party directed against anti-people projects and state repression is another significant development. Among them the struggles in Nandigram, Lalgarh, Narayanpatna and Kalinga Nagar stand out for the new forms of struggle they brought out and the broad unity they achieved. Forces led by our party have contributed much to the success of the long drawn struggle for separate Telengana. It has also provided strong support to many other mass struggles. This has helped them withstand state repression and attempts to divide them. Through all these struggles the right of the people over water, land and forests (jal-jangal- zameen), their right to lead a life of dignity has been asserted.
On this occasion, we must specially mention the unparalleled role played by the people in the main guerilla zones of the revolutionary movement. It is they who bore the brunt of the repression. It is they who gave us confidence. Without their immense sacrifices and unbound enthusiasm this protracted people’s war would have been impossible. Run down and scorned as ‘backward’, and inthe process they are becoming the advanced, the path breakers. We hold them up, these makers of history, as glowing models before the whole country. We greet them and salute them!
The formation of the CPI (Maoist) as the single directing centre of the Indian revolution was acclaimed by the people in India and throughout the world. Where the people were inspired, their enemies despaired. True to the nature of all dying forces, they gathered their forces for more and more murderous attacks on the revolutionary forces. This was a total assault. Brute military force wascombined with targeted capture and murder of CPI (Maoist) leaders. False talk of peace was coupled with filthy lies and canards. Killer gangs and vigilante forces were armed and set loose in a bid to pit the people against the people. Even then, braving heavy attacks and overcoming major losses the party, PLGA, RPCs and the revolutionary masses stood firm. Heavy blows were given, such as the heroic storming of the Jehanabad jail to liberate imprisoned revolutionaries and the historic seizure of the Nayagarh armoury to arm the PLGA. The historic Unity Congress-9th Congress (country-level gathering of party delegates) of the united party was successfully held. Ideological, political unity was deepened and strengthened. Its unified thinking was raised to a higher level. Its fighting capacity sharpened.
Rebuffed in their counter-revolutionary plans the Indian ruling classes launched ‘Operation Green Hunt’ in mid 2009 and are intensifying it day by day. They were backed and guided by imperialism, particularly US imperialism. This is a deadly ‘war on the people’. It is not green, but red. Red with the blood of adivasis and other masses gunned down by the mercenary troops of the Indianstate. Red with blood of the sons and daughters of the people who bravely fought till their death, however poorly armed and outnumbered they ught till their death, however poorly armed and outnumbered they 10 were. This is a manhunt. Party, PLGA members are poisoned and murdered by coverts and counter-revolutionary gangs like the Trithiya Prasthuthi Samithi. It is a frenzied spree of attacks on people — murder, rape, razing down houses, loot, destruction of harvests and granaries, looting and slaughter of poultry and livestock by counter-revolutionary gangs, police and para- military forces. In Bihar, Jharkhand and Paschim Banga, relying on the worst traditions of British colonial suppression known as ‘kurki japthi’, the houses and property of those associated with the Maoist movement are seized by courtorders. The hideous attack in Chintalnar area of Bijapur District, where they razed down four villages, killed and raped is a recent hideous example of state repression. The firing on a gathering of villagers, massacring 17, mostly women and children, at Sarkeguda, Bijapur District is another one. The Indian ruling classes and their political parties often cite lack of funds for not providing even basic amenities to the masses. But they think nothing of pouring in crores of rupees in order to deploy the latest technology in their war on the people. Already 500,000 Central and State mercenary troops have been thrown into this war. Another fifty thousand is on its way. The Air Force provides drones. It is now preparing for aerial attacks. The Army is engaged at brigade level in command and training. With great haste it is raising aspecial force within the Army for deployment against the Maoist led revolution.
The Indian state is getting ever more desperate and ferocious in its attacks. There is logic to this madness of waging ‘war on the people’, of ‘pitting the people against the people’. Day by day the true condition of the country is being revealed. With 70 per cent of the population scrapping on at Rs. 20 per day, the rulers’ tall claim about India entering the league of world powers is seen as a cruelspin story. In opposition to this stands the new armed force, new people’s movements, new political power and society emerging in Central and Eastern India. This is beginning to attract wider attention, not only among the deprived but also among a broad section of patriots and progressives. It is increasingly seen as a real alternative to the destruction of human and natural resources by the rapacious exploitation and loot and oppression carried out in the name of development by the imperialist and Indian corporates. It holds up a democratic model where the oppressed classes and social sections— workers, peasantry, urban petty bourgeois, women, adivasis, dalits, national and religious minorities — will be freed from the domination of Brahminical caste-feudalism and all the reactionary values it promotes, serving as the social base of imperialism and colluding with the comprador-bureaucrat bourgeoisie. It shows what is possible — how the landless and poor peasants will get land, how the tremendous energies of collective labour can be unleashed, how traditional knowledge can be harnessed in service of the new, how it is possible to preserve the environment keeping people’s interests at heart and achieve a truly sustainable development. It shows in embryonic form the immense potential for a new India. An India that can only arise on the ashes of the existing one, after destroying the Indian state. Yes, there is every reason for the desperation of the Indian rulers. Everyday this new power and society exists, it drives in another nail into their coffins. They see their death in it. Therefore they madly hasten to destroy it.
There is something more. The Central and State governments in these regions had already signed a huge number of agreements, selling out the resources to foreign and Indian corporates. But the advance and expansion of the people’s, with the involvement of the people, and the establishment of the people’s power over land, water and forests spoilt their plans. Now they are under greater pressure. The imperialist system is in the grip of the worldwide economic crises. This is severely impacting the Indian economy. This crisis situation makes the enemies of the people, the imperialist MNCs and Indian compradors, ever more desperate to plunder the resources of our country and exploit the labouring classes to the hilt. Therefore the added haste to crush the struggling people, no matter how much blood is shed.
The boots of the mercenary troops trample the people. They beat them up and shoot them. But that is not all. They also come with ‘gifts’. They shower all sorts of gadgets, hand out clothes and food, and insist on giving adivasi children lodging and free tuition. They take them from the remotest villages on “India tours”. This is the ‘soft touch’ complementing the boots and bayonets. This is the sinister plan of US imperialism and their lackeys to lure a section of people and make them the base for building an informant network. They come with promises of reform and development, but only to divide the people. The aim is to isolate the Maoists and hasten the suppression of the revolutionary movement, destruction of the new political power and blocking the expansion of the people’s war. And once that is realised it is back to business as usual, the business of denying basic rights and amenities to the people, thesell out of resources. If you want prooftake a look at Saranda in Jharkhand. First, a sudden and all-out brutal attack with more than 10,000 troops to destroy the revolutionary organisations and drive out the PLGA. Then the establishment of a Special Saranda Development Authority with the promise to take basic amenities to all. And finally the real thing — a wholesale sell out of thousands of hectares of pristine forest land to Tata for its mining of iron ore and the entry of around 100 imperialist and comprador corporations into resource rich area; the return of the hated rule of the police station, bureaucrats and local exploiters. This is the actual course of the counter-revolutionary campaigns waged by the Indian state.
In India armed revolution is confronting armed counter-revolution. Combating the superior forces of the Indian state with guerrilla tactics of people’s war the PLGA fights back. Unlike the aggressor, its strength lies inclose ties with the masses, in its creativity and steely determination. The annihilation of whole company of the CRPF at Mukkaram (Dandakaranya) by the PLGA was a resounding rebuff to the Indian state’s ‘war on the people’. In a protracted people’s war, it is not the control of territory but the preservation of the revolutionary military force that is decisive. Grasping this principle, the PLGA has evaded efforts of the Indian state to pin it down and destroy it. It has broken out of heavy encirclements by attacking small units of the enemy and breaching its circle. Withdrawing in the face of massive forces it circles around to hit back with all force when an opportunity arises. The Tongpal ambush (Dandakarnya) in which 15 mercenaries were annihilated, and 20 weapons and a large quantity of ammunition were seized and the Farsagaon (Jharkhand) ambush where 5 mercenaries were wiped out and 5 weapons seized testify to the strengths of a protracted people’s war, a war that is led by a Maoist party and draws in the masses in their thousands. It is significant that these ambushes came in an area claimed to be ‘cleared’ by the Indian state. From January till June of this year, in the midst of two intense country-level suppression campaigns, covering 9 States, carried out during December-January 2013-2014 and in March, 39actions were carried out by the PLGA.
The resistance to the Indian state’s aggression against the new political force, new movement, power and new society is not just a matter of the PLGA. The massesare involved in it greatly. They participate in actions and in their preparations, provide food, shelter and information, help in maintaining supplies, and refuse to cooperate with the enemy. The People’s Militia is a very important component of the PLGA. Apart from its role in actions, it has played an exceptional role in defeating the Salwa Judum and the attacks of Sendra and other counter-revolutionary vigilante gangs in various States. There are many instances where the masses have braved repression to seize back the bodies of martyrs and give them a befitting funeral. On some occasions they have collected all the goods distributed by the enemy forces and burnt them in bonfires. In Minpa the peoplejoined with the PLGA and waged continuous struggle for more than a week forcing the enemy to close down its military camp. In Herrakoder masses mobilised from surrounding villages and forced the closure of a newly established camp through peaceful, but resolute, agitations. Women played an exemplary role in this. Broad sections of intellectuals, progressives and democrats have also come out in large numbers, in India and abroad, to protest the Indian state’s ‘war on the people’ and expose its atrocities.
Dear people,
Our livelihoods, dignity and very existence are under multiple attacks by neo-liberal policies that intensify foreign and Indian corporates exploitation. Inthe name of mega projects, mines, power plants, dams, ports, airports, super-highways, metros, hi tech cities, tourist spots/resorts and Special Economic Zones, etc, lakhs and lakhs of our people are being driven out of their habitats. The destructive policies of the rulers are triggering of environmental disasters which take the lives of hundreds and render thousands homeless and penniless. They are enacting laws to cut down, one after the other, the rights won by workers. They are handing over more and more sectors of the economy to the control of imperialist multinationals. Agriculture is being shaped for deeper penetration of foreign capital and technology like genetic engineered plants. Land concentration is taking place in new forms as real estate ‘land banks’ and SEZs. Corporate farming is being promoted. Existing laws are being amended to assure that the chiefs of MNCs cannot be prosecuted here, no matter what crime they commit.
While they grab land for their projects, nothing is being done to address the cry for land from the deprived sections of the peasantry. Big landlordscontinue to monopolise this precious resource. They have branched out into sellers of chemical fertilisers and other modern inputs and buyers of agricultural produce. They either function directly as usurers or control co- operative societies. They are also MLAs, MPs and ministers of ruling class political parties, control the local bodies and wield influence over the police forces. Thus they exercise total control in alliance with the comprador- bureaucrat bourgeoisie over the peasants and rural poor and are a big obstruction for country’s progress.
Wherever the people protest they are met with brute force and black laws. While the farce of democracy is enacted with elections, the ground reality is one of increasing fascicisation. With the genocidal Modi, this tool of the fascistic RSS, in the Prime Minister’s chair, Brahmanical Hindu fascism is consciously promoted by the ruling classes and their imperialist masters. The most reactionary religious fanaticism is fanned up to instigate sectarian violence, specially targeting the Muslim minority. Narrow chauvinism is whipped up to foster illusions of becoming a world power and thus cover up the abject dependence of the country. National cultures and religious diversities and even the formal federal structure of the country are sought to be effaced by sinister moves to impose a ‘Hindi-Hindu’ mould as supreme.
The rulers know very well that the people’s anger is boiling over. Every one of their political parties has been in government at the Central or State level or is now in power. All of them are exposed as equally anti-people, anti- corrupt and corrupt. From time to time they parade one or the other reform. Through such reforms they hope to pacify the masses and breed inactivity and hope tocontinue and further intensify their exploitation and oppression. Thus the horrendous penetration of imperialism in the form of globalisation, privatisation and liberalisation is now window dressed as “globalisation with a human face”. Yes, they will be smiling while they kick you out of your houses, or throw you out of your jobs, or bury you alive in your ancestral lands. It is like in the tactics of their ‘war on the people’. First they brutalise you and then give you presents!
Dear people,
Our country is at a critical juncture. Which road should it take? Onwards, to spread the flames of the people’s war all over the country and achieve real liberation? Or backwards, to more deprivation, more dependence and more devastation? We await your decision, confident that you will recognise your destiny too in the fight we wage. Meanwhile, we hasten by throwing ourselves and all we have into battle against theIndian state and its foreign mentors. Starting from the martyrs of the historic Naxalbari armed peasant rebellion till today more than twelve thousand have laid down their lives for the great cause of destroying the three mountains bearing down on us. We well know that many more will have to bear that supreme sacrifice as we fight on. We communists will never shirk from sacrifice, for serving the people, for liberating the country. But we hasten. We hasten to quicken the advent of that day when the enemies of our people and the country are finally destroyed, when the imperialists are driven out, and we can begin building a future of self-reliance, of all-round and equitable development of our country, of all our national and ethnic peoples. Let us celebrate the 10th anniversary of the formation of our glorious party in every guerrilla zone and red resistance area, inthe villages and the cities, in the country and abroad with revolutionary fervour and spirit; spread the message of people’s war far and wide; and carry the revolutionary movement forward with redoubled determination.
